Exclude materials on site from the summary while keeping it in payment applications

Materials on site is a standard valuation entitlement even when the related works aren't complete. Right now its value counts towards the BOQ/cost summary total, which can distort completed-works totals. We'd like to be able to exclude materials on site from the summary while still including it in payment applications, so the numbers stay accurate on both sides.
